The municipality of As Pontes is located in the northern interior of Galicia, northeast sector of the province of La Coruña. To the east and southeast it limits with the Lugo municipalities of Muras and Xermade, to the southwest with Monfero (a municipality of A Coruña), to the west with Capela, San Sadurniño and Somozas and to the north with Ortigueira and Mañón.


With an area of ​​246.60 km, As Pontes de García Rodríguez is, due to its size, the first municipality in the province and the eleventh in Galicia. It is currently made up of 13 parishes: As Pontes, Aparral, Deveso, O Freixo, Vilabella, Somede, A Faeira, Bermui, Espiñaredo, Eume, Ribadeume, Seoane and Goente.


The backbone of this municipality is the Eume River, which has a length of 77 km and is the one that constitutes the hydraulic wealth of the area.


The magnificent surroundings of three natural spaces of the utmost importance, the strength of mining, history, art and soil reclamation methods confirm As Pontes de García Rodríguez as a major tourist objective.


The exploitation of the lignite mine on a large scale began in 1942, and especially in 1976, with the installation of the Endesa thermal power plant, one of the largest buildings in Galicia and the tallest chimney in Europe.

In 1376, Henrique II of Castile granted the lordship of the town of As Pontes to the gentleman García Rodríguez de Valcárcel. From that time there are remains in the old quarter and on the medieval bridges that gave the town its name.


Gross Domestic Droduct

As we can see, the gross domestic product of the region is high, 35,297 euros per inhabitant. In fact, this data places it in the first place of GDP of the province of A Coruña, which presents an average of 24,328 euros per inhabitant. This result is directly related to the value contributed by the municipality of As Pontes, and more specifically by the Endesa Thermal Power Plant (currently in the process of dismantling).

What to see

Artificial lake of the old As Pontes coal mine



It is the tourist jewel of the municipality. Since its inauguration in 2012, the artificial lake of As Pontes de García Rodríguez has been an important example of environmental restoration. What was once the largest open pit mining operation in Spain is today the largest artificial lake in Europe, with a 1 km long beach. Its dimensions are similar to those of the city of A Coruña.


In total, an area of 2,400 hectares was rehabilitated, almost as large as the entire city of A Coruña. The new lake, which until 2008 was a coalmine, has left behind a setting dominated by the blue of the water and the green of the vast vegetation that surrounds it.



Goente House of honey


It was inaugurated in 2003 by a delegation of the Galician Association of Beekeepers of the Eume Region. In its premises you can find: exhibition hall, traditional honey workshop, wax workshop, honey extraction and packaging room, conference room and gift shop.


The town of the hundred rivers

As Pontes is known as the town of a hundred rivers: large, medium and small rivers flow through our lands, walking, jumping and running. Some foam and others remain. These paths of water leave indelible images of majestic waterfalls on the retina, such as the well-known Bermui and Somede Falls. It is worth highlighting the Eume River as the backbone of the municipality as it is in charge of drawing the incredible canyons that run through the Fragas del Eume Natural Park.

Visitors can go on various hiking routes along the banks of the reservoirs and, at the same time, enjoy various water sports with a strong presence in town.

Castros (Ancient Fortifications)

In As Pontes there are 8 castros identified as a trace of its Celtic past (8th-10th centuries BC). It should be noted the importance of a large road that runs along 42 km, which connects As Pontes with the port of Estaca de Bares which, as a prehistoric route, was the main communication route between the towns of the peninsular northwest, of the British Isles and the Armorican Peninsula. This road, known as the “Camiño dos Arrieiros” (Muleteer Route), as it is a way of commercial and cultural exchanges, is flanked by 200 “mámoas” (megalithic burial mounds) that constitute, together with other prehistoric constructions, a reference of outstanding cultural interest for being the area of Galicia with the highest density of these constructions.

Ethnographic museum

In guided tours, the visitor can caress the life of the ancestors. Knowing the tools, devices and implements that they created and used in the farming and house works provokes in the visitor the recognition and appreciation of the work of the field and the Galician cultural wealth in all its manifestations.

The medieval bridges

There is one in the middle of the municipality, on the Eume River, between beautiful houses that form a pleasant setting. The one at Chamoselo, where the Roman road from Lugo to Ferrol used to pass, is better preserved with its unique arch. The Illade Bridge should also be noted, although the construction dates of the current structures are from the middle Ages.

Del Carmen and La Fraga local festivities

As Pontes is the only inland municipality in Galicia that honours the Virgin Carmen with its festivities. This celebration, which is deeply rooted in the municipality, takes place every July 16 since 1741.
Special relevance deserves the great night procession that on Saturday of the festivities leaves from the Chapel with the image of the Virgin, which spends the night in the Parish Church of Santa María and returns to its Chapel on Sunday walking on an extensive floral carpet made by neighbours.
The culmination of these celebrations comes on July 24 and 25 with the traditional The Fraga (The forest) Pilgrimage, which has been held since 1904. The Fraga festival is celebrated in Doña Rita’s Fraga, now owned by the City Council. It is located in the urban core of the town and at the foot of the Eume River. This traditional pilgrimage was declared in 2001 Galician Festival of Tourist Interest.

Surroundings of the municipality of As Pontes

As Pontes, across its almost 250 square kilometres, shows the visitor numerous scenic environments that will engrave memories of harmony and tranquillity on the visitor’s retina, as well as stonework masterpieces found in our parishes that constitute a heritage of Christian culture in the area.

Fragas del Eume Natural Park

Las Fragas del Eume is a Galician natural park, with 9,126 hectares on the banks of the Eume River, specifically in the municipalities of Cabanas, A Capela, Monfero, Pontedeume and As Pontes.

It is declared a Site of Community Importance, its limits coinciding with those of the Natural Park. The traditional Atlantic forest was preserved in the area in its entire splendour, the “fragas” being considered one of the best thermophile Atlantic forests on the European continent.



The best way to access As Pontes by road is AG-64 Highway, which goes from Vilalba to Ferrol, connecting with the A-8 and with the A-6, thus linking up with the entire peninsula.


Another road that is gaining special relevance is the road that connects As Pontes with Puentedeume and Cabanas – AC-141 -.


The roads that belong to the regional network that pass through this municipality are the following:


  • The high capacity road AG-64 Ferrol-Villalba.
  • The AC-101 road, belonging to the secondary network.
  • The AC-831 road, belonging to the basic primary network.
  • The AC-118 road, which belongs to the secondary network.


The province network forms, together with some municipal roads, a second level in the City Council’s Communications network, complementing the regional network. This network begins its routes, for the most part, from the regionally owned roads serving as access to the main population settlements of the municipality.


Bus: regarding the bus lines, there are several that circulate through the municipality, with connections with the main cities and with municipalities and important areas.


Airplane: the closest airports are Alvedro (A Coruña), and Lavacolla (Santiago de Compostela), both with national and international flights.



The port of Ferrol is an infrastructure located less than 50 km away. It is connected to As Pontes by the AG-64 highway and serves as a gateway to and from Europe and the rest of the world. The direct connection to the port of Ferrol makes As Pontes a strategic point for exports.

Port characteristics:


The A Coruña City Council of As Pontes is the main producer in Galicia, at least in capacity: with 2,500 megawatts. The municipality has all the technologies: water, wind, coal and natural gas, the latter imported.


In their territory they produce wind farms, a hydroelectric plant and two thermal plants. Only the coal plant has a power of 1,200; and the combined cycle, 800.


Endesa creates the Combined Cycle with 800 megawatts of power, it is made up of two natural gas turbines, one steam and three independent generators, which provides great flexibility.


Electricity production takes advantage of the potential energy that the water of the natural riverbed of the Eume possesses.


Endesa Gas takes advantage of the gas pipeline built by Reganosa to supply the town of As Pontes. The company installs an antenna almost nine kilometres long that connects this infrastructure with the local distribution network.


The Carballeira wind farm completes a large wind complex located in As Pontes, its total power reaches 161.70 MW. This action, in the field of renewable energies, reinforces Endesa’s commitment to the municipality.


The Bustelo wind farm is a wind complex, located between As Pontes e Muras, with 124 wind turbines and an installed power of 40.5 MW, which makes it one of the largest in Spain with wind turbines with lower power than machine ranges, between 600 and 1650 KW.


The City Council of As Pontes has equipped its municipal facilities, such as swimming pools, and sports centres with solar panels to create enough energy to heat water boilers and electricity.


Lake As Pontes has a volume of 547 hm³ of excellent quality water. The creation of the lake not only involves the filling of the hole left by the old lignite mine with water and its reintegration into the water environment, but also includes the restoration and protection of the riverbank.


Ultimately, the establishment of industry in As Pontes de García Rodríguez that may require an extraordinary contribution of energy or water resources is viable thanks to the available water and energy reserves. This is a clear competitive advantage over many other locations.

There are innumerable public grants and subsidies from different administrations, depending on the eligibility of the business activity to be subsidized, according to the profile of the entrepreneur.


The As Pontes de García Rodríguez City Council has a free public service to advise companies and entrepreneurs and has signed agreements with the two business associations of the municipality to provide comprehensive support.

  •  Tax rebate of 50 per cent of the corresponding fee, for those who start any business activity and pay municipal tax rates, during the five years of activity following the conclusion of the second tax period.


  • Tax rebate for job creation to those taxpayers who pay municipal tax rates and increase the average of their workforce with indefinite contracts during the tax period immediately prior to the application of the tax credit.


Different rebate percentages are established, without exceeding the maximum limit of 50 per cent, depending on the average increase in the staff with an indefinite contract:


  • Up to 10 jobs: 15%
  • Between 11 and 25 jobs: 30%
  • More than 26 jobs: 50%


On the tax quota, a 50 percent rebate will be applied for municipal taxpayers who establish a transportation plan, of minimum duration for the fiscal year and renewable annually, for their workers with the aim of reducing the consumption of energy and emissions caused by commuting to the workplace and promoting the use of the most efficient means of transport, such as collective or shared transport.


The amount of the rebate may not exceed the amount of 30,000 euros per taxable person.


• Tax rebate of up to 95 percent of the corresponding quota for municipal taxpayers who carry out economic activities that are declared of special interest or municipal utility due to concurrence of employment promotion circumstances that justify such declaration, regulated in the Article 88.2 letter e) of Royal Legislative Decree 2/2004, of March 5, which approves the Consolidated Text of the Law Regulating Local Finance.


This measure will apply only to those cases of implementation of a new economic or business activity, as well as to those others that consist of an expansion of the facilities as long as it implies job creation.

IBI (Real Estate Tax)

  • Discretionary rebate of up to 95 per cent of the full tax quota in favour of urban real estate in which economic activities are carried out, activities that are declared of special interest or municipal utility due to the concurrence of social, cultural, historical, artistic or promotional circumstances of employment that justify such a declaration, regulated in article 74.2 of Royal Legislative Decree 2/2004, of March 5, which approves the Consolidated Text of the Regulating Law of Local Taxes.

This measure will apply only to those cases of implementation of a new economic or business activity, as well as to those others that consist of an expansion of the facilities as long as it implies job creation.

ICIO (Impuesto sobre construcciones, instalaciones y obras)

  • Discretionary rebate of up to 95 per cent for constructions, installations or works that are declared of special interest or municipal utility due to concurrence of employment promotion circumstances, regulated in article 103.2 a) of Royal Legislative Decree 2/2004 of 5 March, for which the Consolidated Text of the Law Regulating the Local Treasuries is approved.


This measure will only apply to those cases of implementation of a new economic or business activity, as well as to those others that consist of an expansion of the facilities as long as it implies job creation.


  • The constructions, facilities and works that incorporate systems for the thermal or electrical use of solar energy for self-consumption will be subsidized, as long the use exceeds at least 20 per cent the minimum required by current legislation. This credit will be for the amount resulting from applying a profit rate of 95 per cent to the part of the fee derived from the additional cost -where appropriate- to the taxable base of this tax for the materialization of said use of solar energy.
